The following is a generic Property Disposal Plan format. It can be adapted to suit individual agency needs.
The PDP should identify clear linkages to an agency’s overall asset strategy.
Property Disposal Plan format:
Introduction and Disposal Program context:
- Details how the proposed disposal program supports overall asset strategy.
- Highlights any particular issues that may be relevant/applicable to the proposed disposal program.
- Information should be a précis or excerpt from asset strategy.
Disposal methodology and disposal agency:
- Preferred general disposal methodology, including details on:
- proposed rezonings to optimise return;
- proposed subdivisions;
- joint venture arrangements;
- long term leases.
Property details:
Should categorise properties and provide sufficient information to enable the Property Disposal Assessment Panel and the Government Asset Management Committee to make an informed decision.
To improve assessment the following should be included:
- Consolidated property disposal lists, including:
- strategic/non-strategic;
- Properties identified as suitable for transfer to other government agencies;
- Consolidated list of properties underutilised/under review.
- Property disposal plan checklists:
- Detailed information on particular properties.
- Additional information on proposed disposal methodology for complex proposals – annexed to the appropriate disposal checklist.
- Include advice on which government agencies have been contact regarding possible interest in the property.
- Current and any proposed future zonings to be provided.
